The IOC 2016 Code of Ethics is 115 pages long and covers a variety of topics such as doping. And though, the IOC states and has policy against doping many athletes have still competed, been allowed to keep their medals, been suspended for only a short period of time or allegations have been ignored. So is it safe to assume that the IOC turns the other way and allows doping to happen at a small scale and only takes action when the situation gets out of hand and the public is very aware of the situation, such as with Russia. Or, could it be that the IOC knows that doping is a huge problem and is unable to handle it fully at its current scale? While the IOC has their Code of Ethics, I find the policies are, at times, implemented poorly.
